It means an almost "samaSheetoshna sthithi", i.e., a point in time that holds a balanced nature ( A time that exudes optimum Heat / Cold / Humid / Rain ) is the time the Ugaadi festival gets celebrated to revive and renew the "PanchaagaBalam" i.e. the almanac equilibrium to sustain the "Jyotisha Shaastra Ganana Vaibhawam" as per the new Panchaangam that gets calibrated and made available to the public for all generic and specific astrological and astronomical consumption needs....
