The Republic Of India is essentially a democratic nation that has constitutionalized its executional mechanism in order to protect the sovereignty and integrity of our kaleidoscopic nation and its global reverence.

It implies every prudent citizen of India MUST respect every government authority that functions as a quintessential co-operative spectrum of multiple responsible dignitaries elected by the nation's mandate.

Let that government authority be CMO or PMO or every other given system designed to safeguard the nation and all its citizens' fundamental rights.

i.e.,

Any prudent citizen of a given state and our nation India, is supposed to respect every given government representative and establishment as we all are bound to abide by the constitutionalized framework of the Republic of India and its cardinal principles.

It implies 

A Telangana citizen must respect our local MLA, MP, state ministers, CM, central ministers, PM, President, Governor all alike, irrespective of who they are and what all their political affiliations and religious identifications are.

For example, as a prudent citizen of Telangana, I shall indefinitely respect the below line of government authorities all alike irrespective of whatever their political affiliations and religious identifications are, because they all essentially represent the sovereign authority of our republic nation in their bestowed capacities by the nation's mandate as of June-2026.

Mr. Arekapudi Gandhi (hon'ble MLA), 

Mr. Konda Vishweshwar Reddy (hon'ble MP), 

Mr. Duddilla Sridhar Babu, (hon'ble IT minister) and / state ministers,

Mr. Mallu Bhatti Vikramarka, (hon'ble deputy chief minister),

Mr. Anumula Revanth Reddy (hon'ble chief minister),

Mr. Gangapuram Kishan Reddy (hon'ble union minister of mines) / union ministers,

Mr. Narendra Modi (hon'ble prime minister)

Mrs. Draupadi Murmu (hon'ble president)

Mr. C.P Radha Krishnan (hon'ble vice president)

Mr. Shiv Pratap Shukla (hon'ble governor)

Similarly,

An Andhrapradesh citizen must respect their local MLA, MP, state ministers, CM, central ministers, PM

and so on and so forth....

At the same time, every citizen of India is rightfully entitled to the freedom of speech that grants them the right to express their opinion / views about any and every system / subject as long as it confines to the limits of mutual respect and dignity.

Every entitled citizen receives all the various government welfare schemes, government ration distribution, government fee reimbursements, government school education, government hospital treatment, and so on an so forth alike...

irrespective of who is in a given chair and who all form a given chain of authority responsible for the concerned execution because the government representatives might change from time to time but the public service systems always remain intact and improved over the period of time based on the efficacy of the dignitary holding the reigns of a given portfolio.

The electoral democracy vested with the citizens of India is essentially the highest power of this nation that in turn determines the national, federal, and state authorities from time to time via a systemic disciplined process called as election process.

So, if someone is unable to withstand a democratic government authority / representative being congratulated by a fellow citizen, for any given reason, they must express their opinion regarding the reason that is irking them and not against a representative as such....

Because, if you say...

"Today's weather is somewhat scorching and uncomfortable. I hope it gets better soon and I shall do my two cents of service to the planet by planting saplings/ watering plants etc...". 

it is understood and appreciated...

However, if you say...

"Today's weather is somewhat scorching and uncomfortable. Hence, I want the CM of this state and PM of this nation to take responsibility for the  weather condition and fix it asap"  and all other blah blah blah....." 

you are innately disgruntled and trying to make a mockery of a republic system's democratic functional existence and the cardinal principles of its constitutionalized executional mechanism which certainly is an issue that you need to find a solution for yourself by venturing deep in to the ideological and nationalistic perspectives of the majority of this nation and their expressed opinions that are as much valued by many as yours for you.

Though I might not hail from reputed foreign B-schools or elite Universities, to enlighten someone thoughtfully and thoroughly on the dignified and matured stand one must have towards their opinion expression in a public domain...., 

I certainly have enough prudence and wisdom to make a curated and dignified expression of truth from the prism of my own deeper and broader understanding of a concept, subject, personality, and situation while being fully conscious of my rights and most importantly my limits by the virtue of the higher order discipline imparted by my education and diligence.

I firmly believe that "Freedom of speech" is a precious right bestowed to all the citizens of this nation akin to a precious entity presented by gods to the devotees. 

The point about how a given citizen utilizes it and towards what all requirements, is a matter of their personal sensibility, choice and wisdom.

The point about how proper is that utilisation and how valid is that expression is a matter of the national interest, integrity and all-inclusive patriotism.
